Scored measures

Is there a way to add scored measures to a packet? Or have them auto-added to the client at set-up? I do realize they can be reminder intervals sent for scored measures but that is not what I am looking for. If I add a client as an intake, and a intake packet can then be sent for them to complete automatically, can scored measures do that as well?
